As the Director, Workforce Policy, Nicole Howard leads overall workforce policy strategy, including successfully advancing pieces of LeadingAge’s workforce policy agenda. Collaborating closely with other members of the Policy team, and the LeadingAge LTSS Center @ UMass Boston, Nicole develops and implements domestic and immigration-related workforce policy solutions; monitoring and analyzing existing and emerging legislative proposals to determine the potential impact on LeadingAge members.

Georgia Goodman

Todd Adams

In the role of Director, Health Legislative Affairs, Todd Adams develops and maintains relationships with key legislators, policymakers and their staffs to advance LeadingAge’s strategic plan and policy. Todd researches and analyzes legislation at the federal level that may impact LeadingAge members as it relates to nursing homes, health providers insurers, and non-traditional providers; developing and preparing, Congressional testimony; correspondence with Congress, policy and other official communications on public policy issues priorities.

Jonathan Lips

In the position of Vice President of Legal Affairs, Jonathan Lips oversees all law-related issues affecting LeadingAge members, particularly, but not exclusively, in the areas of fair housing/discrimination, disability law, employment law, and professional liability and tort law. Jonathan stays abreast of federal and state statutes, regulations, and cases that may have an impact on LeadingAge members and provides consultation, advice and/or direction, as well as provides information to our members and/or their legal representatives.

Linda Couch

Linda provides strategic leadership for LeadingAge’s development of housing policy and priorities, including identifying and analyzing various policy proposals. She works closely with top leadership in the Department of Housing and Urban Development and other key federal agencies and examines federally assisted elderly housing policies. Linda develops relationships with key policy-makers and communicate LeadingAge policies with Capitol Hill and other federal personnel. Working closely with the Vice President, Legislative Affairs, the Director of Grassroots and Member Engagement, and the Senior Vice President, Congressional Affairs and Housing, the Vice President leads advocacy efforts to educate and persuade opinion-leaders on LeadingAge’s policy goals. Linda plays the lead role in educating LeadingAge housing members; relaying timely information; representing LeadingAge among other national housing and community development organizations, coalitions and individuals; and developing strategic, tactical and operational leadership to ensure that programs and policies respond to the needs of the membership.

Nicole Fallon

Nicole provides strategic leadership for health policy related to long term care and aging services, emerging models of integrated service delivery and alternative payment models. She shares her expertise related to new payment strategies that include (but not limited to) managed care for long term supports and services, programs for dually eligible beneficiaries, accountable care organizations with shared savings, direct contracting and bundled payment program. This expertise provides a valuable resource for our member organizations, state affiliates and LeadingAge staff to understand the changing revenue and system designs, and provide direction in how best to create meaningful, collaborative approaches that can address payment, quality and ‘value-add” of the full spectrum of aging services. Nicole contributes to the LeadingAge public policy priorities, assists in analysis of proposed regulations and legislative initiatives, and directs the LeadingAge Health Care policy staff in tracking and analyzing national and state trends in long term care financing and quality for impact on LeadingAge members.

Janine Finck-Boyle

As Vice President of Heatlh Policy, Janine Finck-Boyle is responsible for overseeing LeadingAge’s Congressional and Administrative analysis and advocacy work on nursing home, skilled nursing facility, life plan community and related legislative and regulatory issues. Janine works closely with top leadership in the Department of Health and Human Services and other key federal agencies and leads staff who examine federal policy related to nursing homes, skilled nursing facilities, life plan communities and related settings policies. Working closely across the Public Policy team, the Janine leads advocacy efforts to educate and persuade opinion-leaders on LeadingAge’s policy goals.

Ruth Katz

Ruth oversees our Public Policy team and is responsible for developing, leading and overseeing the successful execution of LeadingAge’s public policy agenda, including legislation and regulation. Based on the Board approved public policy agenda, and in collaboration with state partners, Ruth oversees the development of LeadingAge’s public policy positions and employs strategies to advance LeadingAge’s policy agenda through Congress and the Executive Branch. She ensures thoughtful analysis of policy options and direction and activates the membership to achieve the LeadingAge agenda through grassroots efforts. Ruth exercises a leadership role on senior staff and among the membership constituencies of the Association, including the Executive Forum and Policy Congress. She is a principle spokesperson for the Association’s public policy positions and is a primary representative of the policy agenda to other organizations and coalitions concerned with policy issues affecting LeadingAge membership.
Prior to joining LeadingAge, Ruth was a longtime executive at the U.S. Department of Health and Human Services (HHS) with a focus on development and execution of policy research and analysis for programs in aging, long-term care and disability. Ruth built her career at HHS’ office of the assistant secretary for planning and evaluation (OASPE) and the office of disability, aging and long-term care policy (ODALTCP). In her dual roles as the associate deputy assistant secretary and the director, division of aging and disability, she led, directed, and coordinated policy regarding OASPE/ODALTCP’s disability, aging, Medicare, and long-term care policy agenda; managed staff; and oversaw policy research.

Jodi Eyigor
